Wake turbulence happens at all altitudes

What happens when your aircraft is behind another ‘heavy’ aircraft? (no turbulence advisories for the area of the incident)

GAD UUA /OV GAD/TM 2310/FL290/TP B737/TB SEV/RM FOLLOWING HVY ACFT MAY BE INDUCED

This occurred over Alabama. I also have seen this happen to a Boeing 717 somewhere in the south a while ago.
