On this flight from New York to Oakland, takeoff from JFK should be fine, as winds will be light. Once en route, I think the flight will be fine, with only occasional brief periods of light to moderate, specifically during the first part of the flight, and possibly over Colorado as you encounter the usual mountain wave activity, but I think activity will be fairly light for this flight.
The point of concern for this flight is the landing, where wind gusts of 50mph are forecasted to be in the area. A plane will never land in unsafe conditions, although it could be quite bumpy.
